Safe Harbor Hydroelectric Power Plant Safe Harbor Hydroelectric Power Plant is a 416 MW plant co-owned 67% by Constellation Energy and 33% by PPL Corp. Safe Harbor sits astride the Susquehanna in SE Pennsylvania about 10 miles south of Lancaster. The power plant began service in December 1930, and additional generating units were added in 1940, 1985, and 1986.

Environment
Since the early 1970s, Safe Harbor’s co-owners, in partnership with other utilities, government agencies, and environmental and sporting groups, have been involved in an effort to restore the historic run of American shad and other migratory fish to the river. The greatest contribution by the plant’s co-owners has been to participate in the nation’s largest shad fish-lift project.
