In today’s energy market, most government agencies are facing a number of challenges where strict mandates (funded and unfunded), budget cuts, economic fluctuation, and dependence on foreign energy sources make it difficult to improve efficiencies and effectiveness. In 2011 the U.S. Department of State successfully combined an Energy Savings Agreement with Constellation Energy and interagency contract with Unicor/Federal Prison Industries (FPI) that will help them meet President Obama’s executive order to reduce greenhouse gas emissions as well as encourage the development of two new renewable energy facilities. Other ways to finance energy management strategies is through Power Purchase Agreements (PPAs), Energy Savings Performance Contracts (ESPCs), support from government loans, grants, as well as state and federal incentives.
